Nnamdi Kanu, leader of the Indigenous People of Biafra (Ipob), a Biafran independence group, has said he has set up a security force called the Eastern Security Network (ESN), which he says will prevent harassment of cattle rustlers.
He said the group was set up because the eastern governors were fearful, and could not do the same as the southern Nigerian governors as they set up their own security team called Amotekun.
Kanu said the settlement was important because women and girls could no longer farm in Igbo land due to fear of attacks, and said that wherever Biafrans were killed, the governors and police commissioners would be held accountable.

"Some people may say that people of Amotekun made a law against them, but I want to make it clear to everyone that snakes are lurking in our land, which means we are not going that way," he said.
"I'm going to produce a video to make sure we're not playing music."
"We have decided not to complain to anyone else," he said.
Regarding the Oyigbo massacre in Rivas state in October, Kanu said anyone involved in the massacre would not escape.
He added that it was as if the International Criminal Court (ICC) and others had remained silent "while innocent people are being massacred", and said "we will not allow people to be massacred at will. "I am notifying the United Nations now that it will happen again and we will retaliate."
He said "take everything I say and send it to the ICC. I want to go to court ..."
'People will come out to march'
Kanu also said that in the next few weeks, people will come out to march, he said the ESN people will come out to protect them.
He accused the military of killing his parents, and said "they (his supporters) have come out to die for their conviction".
"Our people are ready to fight, not a struggle for independence from Nigeria - we will get that through a referendum - but a fight to protect our country. We want our mothers to go to the farms and not afraid of aggression. "
What is the Eastern Security Network?
Kanu said the Eastern Security Network is not a Biafran army, they are security guards.
"Eastern Security Network is not the Biafran army. It is like Amotekun. When the time comes we will show the world the Biafran army."
"We are not engaged in any war."
Note that the Nigerian government includes Ipob among the most endangered groups in the country. They also claim to be incompetent.
It is up to the state legislators and governors to set up security forces in various states in Nigeria.
